SCS SB 149 -- Vehicle Emissions Testing

Currently, the BAR-97 vehicle emissions testing program in
Franklin County is administered jointly by the Highway Patrol
and the Department of Natural Resources.  This substitute makes
the Department of Natural Resources solely responsible for the
program.  The substitute also exempts historic vehicles from the
I/M-240 emissions testing requirement for the St. Louis
nonattainment area.
